The Royal Coat of Arms of Romania

According to the Romanian Law on Copyright and Neighboring Rights Law no. 8/1996 of March 14, 1996 with further amendments Chapter 3 Article 9 the following documents shall not benefit from the legal protection accorded to copyright: (a) the ideas, theories, concepts, scientific discoveries, procedures, working methods, or mathematical concepts as such and inventions, contained in a work, whatever the manner of the adoption, writing, explanation or expression thereof; (b) official texts of a political, legislative, administrative or judicial nature, and official translations thereof; (c) official symbols of the State, public authorities and organizations, such as armorial bearings, seals, flags, emblems, shields, badges and medals; (d) means of payment; (e) news and press information; (f) simple facts and data. Also, according to Chapter 10 Article 85 Paragraph 2, The photographs of letters, deeds, documents of any kind, technical drawings and other similar papers shall not benefit from the legal protection accorded to copyright. Stema se întrebuinţează în trei forme:

1. Stema cea mare: în actele Statului emanate dela M. S. (Măria Sa) Regele şi în actele oficiale internaţionale, cum şi în cazuri speciale din Înalt ordin al M. S. Regelui.
2. Stema cea medie, fără pavilion: de armată şi de autorităţile Statului.
3. Stema cea mică, compusă din cele trei scuturi cu coroana de oţel: pe sigile şi stampile oficiale.

The Coat of Arms of Whole Romania

The coat of arms is used in three forms:

1. The great coat of arms: in the acts of the states which were propagated from His Highness, the King and in official international acts, as well as in special cases, from the high order of his His Highness, the King.
2. The medium coat of arms, without pavilion: by the Army and the authorities of the State
3. The smaller coat of arms, formed by the three shields and the steel crown: on official seals and stamps.

This rules applied to official seals only. Printings and flags were not following it.
