Strange as it may seem, the PSP segment address cannot always be relied on as a unique process ID since the introduction of Windows 3.0. Multiple DOS compatibility boxes are handles by Virtual Machines (VMs) under Windows. Each of these gives the appearance of multiple copies of DOS. The same PSP segment address can now point to different processes in different compatibility boxes, necessitating the creation and tracking of a Virtual Machine ID together with the process ID. Together, these two values form a unique process identifier.
