חיה יצחקי היא פרופסור אמריטה בבית הספר לעבודה סוציאלית באוניברסיטת בר-אילן, חוקרת, מרצה בכירה ומנחה סטודנטים לתארים מתקדמים, משמשת כיושבת ראש המועצה לעבודה סוציאלית המייעצת לשר הרווחה והשירותים החברתיים, יועצת לתוכניות פיילוט רבות מהן נגזרת מדיניות ממשלתית, כדוגמת תוכנית 'יתד' לצעירים בסיכון. כמו כן, יועצת לשירות לעבודה קהילתית במשרד הרווחה. יצחקי היא מחלוצי החוקרים בתחום העבודה הסוציאלית הקהילתית בישראל, אשר שילבו אקדמיה ושדה, דבר שסייע בפיתוח ובקידום תחום העבודה הסוציאלית הקהילתית עד למעמדה כיום, כמתודה מובילה בתחום פיתוח ושינוי חברתי ברשויות המקומיות. יצחקי נשואה למתי, אם לארבעה וסבתא לנכדים.

ביוגרפיה[עריכת קוד מקור | עריכה]

בשרותה הצבאי, שרתה בנח"ל, והייתה שותפה להקמת היאחזות נח"ל מחולה [1]. פרופסור חיה יצחקי היא בוגרת החוג לעבודה סוציאלית (B.A) משנת 1972 מאוניברסיטת בר-אילן. בשנת 1978 סיימה תואר שני בעבודה סוציאלית (M.A). במקביל ללימודיה האקדמיים, החלה עבודתה בשדה העבודה הסוציאלית כעובדת קהילתית עם מתבגרים, עסקה בפיתוח קהילתי, תכנון חברתי וקידמה שוויון בין תרבותי תוך מימוש זכויות של אוכלוסיות מוחלשות. במהלך לימודיה בתואר השני לימדה יצחקי בחוג לעבודה סוציאלית באוניברסיטת חיפה ובשנת 1978, השתלבה בסגל החוג לעבודה סוציאלית באוניברסיטת בר-אילן. בשנת 1985 סיימה יצחקי את עבודת הדוקטורט (Ph D)במסגרת החוג לסוציולוגיה ואנתרופולוגיה באוניברסיטת בר-אילן. במקביל, שימשה יצחקי כיועצת לבכירי חברת המתנ"סים בתחומי מנהיגות, הנהלות ציבוריות, בתי ספר לפעילים, שיתוף ומעורבות אזרחים ועוד. בנוסף, קידמה יצחקי תחומים ייחודיים ואוכלוסיות ייחודיות כגון קהילת הלהט"ב, נפגעי תקיפה מינית, חרדים, עולים חדשים ועוד. בשנת 1993 התמנתה יצחקי לרכז את תחום העבודה הקהילתית בבית הספר לעבודה סוציאלית באוניברסיטת בר-אילן. באותה העת ריכזה את תוכנית חילופי הסטודנטים בין קנדה וישראל. במקביל עבדה יצחקי במכון יוספטל כמרצה וכמנהלת פרויקטים במסגרת שיקום שכונות. יצחקי ניהלה פרויקטים קהילתיים רחבי היקף בכל רחבי הארץ ביניהם בשכונת ג'סי כהן בחולון, שיכון ד' בטבריה, שכונת קריית משה ברחובות, בפתח תקווה, פרדס חנה ועוד. ביישובים אלה ואחרים פעלה יצחקי להעצים ולקדם את האוכלוסייה על ידי יצירת הדברות ואמון עם הרשויות ומעורבות של האזרחים בהחלטות הנוגעות לחייהם. בנוסף, שימשה יצחקי כיועצת במשרד הקליטה, סייעה בקליטת העלייה מאתיופיה וכן ליוותה וחקרה פליטים יהודים שהופנו לאירופה וארצות הברית. בשנים 2000–2005 כיהנה בתפקיד העורכת הראשית של רבעון חברה ורווחה, ולאחר מכן המשיכה כחברת מערכת. בשנים 2003–2005 שימשה כיו"ר מועצת מנהלי בתי-הספר לעבודה סוציאלית ובשנים 2003–2007 עמדה בראש בית הספר לעבודה סוציאלית באוניברסיטת בר-אילן. ולאחר מכן עמדה בראש הוועדה לתואר שלישי. במהלך השנים הייתה חברה בוועדות רבות באוניברסיטת בר-אילן ביניהן: ועדת ההוראה בפקולטה למדעי החברה, הוועדה לתוכניות ומינויים, המועצה העליונה, הסינט וכן בחבר הנאמנים של האוניברסיטה. יצחקי הופיע בעשרות כנסים מקצועיים והייתה שותפה לארגון כנסים מדעיים רבים. משנת 1990 ועד היום משמשת יצחקי שופטת מאמרים, ספרים והצעות מחקר עבור קרנות, משרדי ממשלה, המועצה להשכלה גבוהה וכתבי עת מקצועיים מהשורה הראשונה כגון: Society and Social Welfare, Families in Society, Research on Social Work Practice, Social Security. יצחקי משמשת כיום כיו"ר המועצה לעבודה סוציאלית המייעצת לשר הרווחה, העבודה ושהשירותים החברתיים.

הוראה והדרכה[עריכת קוד מקור | עריכה]

לאורך חייה המקצועיים ועד היום, עוסקת יצחקי בהוראה, הדרכה והנחיה של עובדים סוציאליים וחוקרים. יצחקי מקדמת תחום זה מתוך תפיסה חינוכית המשלבת ידע, מיומנויות ומודעות עצמית. יצחקי קידמה מקצועית דורות של עובדים סוציאליים בשדה וחוקרים באקדמיה, ביניהם אנשי מקצוע וחוקרים שהמשיכו בהשראתה בפיתוח תחום העבודה הקהילתית, בין תלמידיה נזכיר את ד"ר דרורית לוי, ד"ר ענת בן פורת, ד"ר עדנה בוסטין, ד"ר יעל יצחקי, ד"ר איילת מקרוס, ד"ר שלומית וייס-דגן.

בשנות ה-70 וה-80, פיתחה יצחקי יחד עם עמיתיה את העבודה הקהילתית הן כמתודה והן כתחום מומחיות. שימוש במתודה העבודה הקהילתית מאפשר לתווך בין הפרט לחברה, להעצים פרטים וקבוצות, להתמודד בהצלחה עם בעיות משותפות, ולהשיג מענים המותאמים לצרכיהם. מומחיות זו כללה תהליכי בניית קהילה, פיתוח מנהיגות, עבודה קהילתית בין-תרבותית, התערבות קהילתית בשעת משבר, וכן שיתוף תושבים שהיווה בסיס לאסטרטגיות רבות בעבודה קהילתית, אודותיו כתבה יצחקי בשנת 1988 את ה'תדריך שיתוף תושבים לשלב קבלת החלטה', ששימש מורה דרך לעובדים הקהילתיים. יצחקי יצרה תנופת פיתוח לתחום העבודה הקהילתית על ידי שילוב מתמיד של מחקר ועבודת שדה. בין עמיתיה ושותפיה לפיתוח התחום נזכיר את ד"ר אלישבע סדן, מוטי וינטר, שוש קמינסקי, ציפי פינקוס, ד"ר אהרון יורק, שרה זילברשטיין.

עד היום פרסמה יצחקי מעל 100 מאמרים שפורסמו באנגלית ובעברית. מחקריה של יצחקי משלבים תרומה לידע בעבודה סוציאלית והמלצות לשדה. תחומי המחקר של יצחקי מתמקדים בקהילות גאוגרפיות וקהילות פונקציונליות. בקהילות גאוגרפיות חקרה יצחקי בנושאי התנדבות, מנהיגות בקהילה, הגירה ורב-תרבותיות, שיפור שירותים מוניציפליים תוך מעורבות של תושבים, קיבוצים בהפרטה, משאבים קהילתיים ואישיים והקשר שלהם לטרור, טראומה, טראומה משנית ועוד. בתחומי הקהילות הפונקציונליות חקרה יצחקי את אוכלוסיית הלהט"ב בקהילה החרדית, ילדים בסיכון בקהילה, בני נוער- אלימות, הסתגלות, בשלות אמוציונלית, מעורבות בקהילה, מערכות תמיכה, צעירים חסרי עורף משפחתי, צעירים בסיכון באוכלוסייה החרדית ובאוכלוסייה הערבית, נשים ותופעות חברתיות ועוד. יצחקי זכתה במענקי מחקר רבים מקרנות, ארגונים ומשרדי ממשלה.
