פיגועי 11 בספטמבר אשר אירעו בארצות הברית היו מעשי טרור שביצעו 19 חוטפים של ארגון הטרור אל-קאעידה. המניעים להתקפות נאמרו לפני ואחרי הפיגועים במספר מקורות. בנוסף, מנהיג אל-קאעידה אוסאמה בן לאדן הכריז על מלחמת דת נגד ארצות הברית, ושני פסקי דין מוסלמים שוחררו על ידי בן לאדן ואחרים בשנים 1996 ו-1998^[1].

ב"מכתב לאמריקה" של בן לאדן מנובמבר 2002^[2]^[3], הוא אומר כי מניעי אל-קאעידה לפיגועים כללו תמיכה מערבית בתקיפת מוסלמים בסומליה, תמיכה במעשי הזוועות הרוסיים כנגד המוסלמים בצ'צ'ניה במהלך מלחמת צ'צ'ניה השנייה, תמיכה בדיכוי ההודי כנגד מוסלמים בקשמיר, תמיכה בישראל בלבנון, נוכחותם של חיילים אמריקאים בסעודיה^[3]^[4]^[5], היחסים הצבאיים בין ארצות הברית לישראל^[6]^[7], והעיצומים נגד עיראק (1990).

ממשלת ארה"ב נקטה בעמדה, כפי נאמר שוב ושוב על ידי ממשל בוש, כי מחבלים תקפו את ארצות הברית כי "הם שונאים אותנו בגלל חירותנו". לדוגמה, הנשיא ג'ורג' ו. בוש בנאום שנשא בקונגרס תשעה ימים לאחר הפיגועים אמר:

לפני הפיגועים פרסם אל-קאעידה כרוזים הגורמים להבנת מניעי הפיגועים: אחד מהם היה הפתווה של אוגוסט 1996^[8], והשני היה פתווה קצרה יותר בפברואר 1998^[9]. שני המסמכים הופיעו בתחילה בעיתון הלונדוני אל-קודס אל-ערבי בשפה הערבית. שלוש שנים לפני הפיגועים ב-11 בספטמבר, אל-קאעידה שחרר פתווה, בו הם הצהירו

הפתווה מתלוננת גם על נוכחות ארה"ב בסעודיה ותמיכה בישראל^[2]^[3]. לאחר הפיגועים פרסם בן לאדן ואיימן א-זוואהירי עשרות קלטות וידיאו וקלטות שמע, רבות מתארות את המניעים לפיגועים. שני פרסומים חשובים במיוחד היו "מכתב לאמריקה" של בן לאדן משנת 2002^[10], וקלטת וידיאו משנת 2004 מאת בן לאדן^[11].בנוסף להצהרות ישירות של בן לאדן ואל-קאעידה, אנליסטים פוליטיים רבים הניחו מניעים לפיגועים.

ב"מכתב לאמריקה" בנובמבר 2002, תיאר בן לאדן את תמיכת ארה"ב בישראל כמניע:

הרחבת ישראל היא אחד הפשעים הגדולים ביותר, ואתם מנהיגי עברייניו. וכמובן שאין צורך להסביר ולהוכיח את מיגת התמיכה האמריקאית בישראל. בריאת ישרל היא פשע שחייבים למחוק. כל אדם שידיו מזוהמות בתרומה לפשע זה חייב לשלם את מחירו ולשלם עליו בכבדות^[12].
